Technical Sub-audit
Follow-up activities were conducted
for processes, subprocesses, and
operations involved in Plus 91 quality
assurance in La Garita Terminal;
assessment of the asphalt emulsions
production plan; the firefighting systems
in the tank park in Limón; management
of the Engineering Department;
assessment of project completion; and
the Instruments Unit of the Office of
Sales and Distribution Management.
This sub-audit also assessed the
purchase of trucks for the Juan
Santamaría International Airport and
iron accessories for carrying Avgas,
as well as maintenance activities in
Barranca and Moín.
Regarding Information Technology,
the following matters were included:
governance framework, management
framework, enterprise architecture,
project and service portfolio, human
resources
management,
program
and project management, knowledge
management, allocation of resources and
services provided, service requests and
issues, business continuity, information
security services, and process control.
Observations and recommendations that
resulted from the audits were aimed at
reinforcing the Internal Control System
and, where deemed necessary, warnings
were given to subordinate employees.
Fifty four recommendations from Audit
Services were followed up in relation
to physical volume control processes,
hydrocarbons purchase management,
hydrocarbons sampling process for
laboratory tests prior to their unloading in
a domestic port, and laboratory analysis
processes. The sub-audit addressed
the compliance of the Juan Santamaría
International Airport with facilities
standards, in terms of the coordination
of the IT project of the IT Support Unit
and the Process Department of the
Refinery Management Office, as well as
strategic IT project management.
In accordance with preventive services,
the recommendation on documentation
in the Technical Support Department
of the Office of Information Technology
was adopted.
The sub-audit also considered 17
additional
recommendations,
the
adoption of which was in progress at the
moment.
